As regards No.1. I agree that no
breach of the Colonial Regulation 283 has
occurred. Strictly of course the Hong
Kong system of providing under one Head of
the Estimates for the emoluments of a
class of officers who fill posts in a
number of Departments is contrary to
Colonial Regulation 227; but it has the
sanction of the Secretary of State.
Instead of querying the expenditure,
as a breach of Colonial Regulations 283 and
284, the Acting Auditor would have done
better simply to point out to the Colonial
Government that the Estimates ought to show
and at present do not show
the posts of a Department.

provided for under another Head, the
narration column should show all the posts
so filled and thus render it possible to
see how many officers are on the authorized
establishment of that Department and so
